All dogs whether bought locally or imported from outside China through a full quarantine is required by law to be licensed.  

To apply for a license for a dog, applications can be made at any of Shanghai`s District police stations. Normally the written consent from the property management company and/or the neighborhood community is required. We also recommend that dog owners demand a clause in their lease contracts stating that the landlord allows them to keep a dog in the property. Such clause does not guarantee approval of a dog license but it is always good to have the landlord`s prior consent. Application forms(which are in Chinese)must be completed and accompanied by three photograph:one of the dog¡¯s face, one of the side of the dog and one passport sized photo of the owner.
